Part of Proposal software tools and providers explained

Run proposal software selection like a procurement project

How to run a proposal software selection: weighted requirements, vendor evidence, total cost of ownership and a rollout plan agreed before you sign.

What to take away

  • Decide what the purchase must changewin rate, turnaround time or cost per quote.
  • Weight requirements before demos, then score every vendor on one sheet.
  • Ask for compliance and data handling evidence before discounts.
  • Budget for migration, template rebuild and training.
  • Name one owner, set a decision date, agree the exit clause.

Define the buying problem before you shortlist

Selection stalls when nobody agrees what is broken. Before you look at any product, describe the problem in numbers. For example, a team quoting 200 times a month with a 12% win rate might want turnaround under two hours, not another template library.

Write down the decision you are making

Treat the purchase as one decision with one owner. That person needs authority to reject a vendor and to sign, otherwise the shortlist grows each time a colleague watches a demo.

Turn pain into weighted requirements

Convert each problem into a testable requirement. Faster quotes is not testable; a rep producing a 40-line quote from a CRM opportunity without leaving the browser is.

Then weight each requirement as must-have, strong preference or nice-to-have. Score vendors on evidence, not on confidence.

Write the requirements down before the first vendor call. After a good demo, nobody remembers the original list.

Create a procurement pack before demos: an RFI (request for information) to establish capability, then an RFP (request for proposal) or ITT (invitation to tender) for finalists, plus a scoring matrix with weighted requirements, evidence and recorded scores. Private buyers need not use formal public-sector tender documents; consistent templates make proposals comparable.

Keep a shared glossary so everyone scores the same way:

  • Total cost of ownershipsubscription, migration, templates, training
  • Seat-based licencepriced per user, not per document

Assess vendors against evidence, not demo polish

Demos are scripted for the buyer's best case. Ask for the same three scenarios from every vendor, including one awkward case such as a multi-currency quote with a discount approval.

Ask for compliance and data handling proof

Request current, in-scope evidence: an ISO/IEC 27001 certificate (check its scope and validity), Cyber Essentials certification where relevant, and a SOC 2 report if offered. For personal data, check the UK GDPR terms, data processing agreement and sub-processor list; the ICO is the UK's data protection regulator. BSI's supplier compliance guidance concerns social performance in consumer retail, so it is background on supplier checks, not a substitute for security evidence.

For public buyers in England, the Procurement Act 2023 and Procurement Regulations 2024 apply; private buyers can use a documented selection process without treating public-sector rules as mandatory. The UK government's public procurement policy guidance explains the Act. Check whether a Crown Commercial Service (CCS) framework is relevant and which publication route, such as Find a Tender or Contracts Finder, applies.

Build the shortlist by job: quoting tools such as Quotient and Salesforce CPQ; proposal and document platforms such as Proposify, PandaDoc and Qwilr; and e-signature tools such as DocuSign and Adobe Acrobat Sign. These are examples of adjacent categories, not like-for-like substitutes: score each only against requirements it covers, and verify its current features, integrations and terms with the supplier.

Score price against total cost of ownership

Vendor quotes rarely cover the work you must do. Add migration, rebuilding your most-used templates, integration testing and training for admin users.

For example, a 25-seat licence at £30 per user per month is £9,000 a year before any of that work. Ask for the renewal uplift in writing, because a multi-year discount fades if year three rises above budget.

Run the selection process and protect the rollout

Give the process a timetable and a panel of no more than five people. More panellists means more opinions to reconcile and a slower decision.

Set a decision date and one owner

Publish the date, the panel and the scoring method to everyone who will use the tool. When the date is public, vendors stop setting the pace.

Budget approval often sits outside the sales team. Sit with finance before the final two vendors and agree which costs recur and which do not.

If your business case assumes extra leads, keep advertising spend separate from proposal software's direct costs and benefits. LinkedIn's small business advertising guidance covers advertising budgets, but it is not evidence of proposal software performance.

Plan implementation before you sign

Ask each finalist for a rollout plan with named roles and dates, then compare them line by line. A vendor that cannot describe week one is a risk you carry.

Fix the exit clause, export format and notice period in the contract. Also settle data deletion after exit, handover support, renewal terms and responsibility for migration and training. Signing is the midpoint of the project: the contract and rollout plan should show who does what and when.

Common questions

How long should a selection take?

Six to ten weeks suits most first-time buyers. Anything under four weeks usually means the requirements were written after the vendor was chosen.

Should finance and legal see the shortlist?

Yes. Bring both in before the final two vendors, while licence structure and data terms can still be negotiated.

Do we need a pilot before signing?

A four-week pilot on live deals is worth more than another demo. Agree the success measures, the users and the exit route in advance.
