Strategy

Part of Why proposal software strategy needs a plan before the 2027 buying cycle

What a proposal software planning template should cover for B2B sales teams

What a proposal software planning template should cover, from field ownership and approval thresholds to data rules, software needs and quarterly reviews.

What to take away

A proposal software planning template is a reusable document that sets out what a proposal must contain, who approves it, and when it goes out.

  • Define the fields once so every quote carries the same terms, discounts and validity dates.
  • Agree approval steps before the template goes live, not after a deal stalls.
  • Record the lawful basis for holding contact data, because B2B marketing rules apply to sales documents.
  • Review the template quarterly against win rates and pricing errors.

Start with the commercial fields, not the layout

Minimum commercial fields

  • Account name
  • Contact role
  • Line items
  • Unit price
  • Discount
  • Total, payment terms, expiry date

Each field needs an owner. If the seller sets the discount and finance sets the terms, say so. Ambiguity causes rework. The strategy and planning guide shows how these choices fit a wider annual plan.

Map the approval path before you publish

Write down who signs off what. A common pattern is seller, sales manager, finance, then legal for non-standard terms. Put thresholds in the template: discounts above 15 per cent need manager approval, above 25 per cent need finance.

Approval path and thresholds

  1. Seller prepares quote
  2. Sales manager approves
  3. Finance approves
  4. Legal reviews non-standard terms
  5. Discount over 15% needs manager
  6. Discount over 25% needs finance

Name the person, not the job title. Templates fail when the approver is on leave and nobody knows the deputy.

Set a target turnaround per step, such as one working day for standard quotes, and record the approver in the software so the audit trail matches the template. A threshold held only in a document is advice, not a control.

Use a before and after table to test the template

Run one live deal through the old process and the new template, then compare time, errors and clarity. The table below uses an illustrative example of a software reseller quoting a £12,000 annual licence.

Before and after table

Before

Fields completed
Free text in email
Discount approval
Verbal, untracked
Terms
Copied from an old quote
Validity
Often missing
Time to send
Two to three days

After

Fields completed
Fixed fields in the template
Discount approval
Threshold in the template
Terms
Locked standard terms
Validity
Default 30 days
Time to send
Same day

If the after column is not clearly better, the template is too long or the fields are wrong, so cut it back.

Cover data protection and advertising claims

A proposal is a sales document, so its claims are advertising claims. The CAP code requires marketing communications to be legal, decent, honest and truthful, with verifiable comparisons. Check the advertising codes published by the ASA before locking claims into a template that hundreds of quotes will reuse.

Contact data used to send B2B proposals still falls under data protection law. You need a lawful basis, usually legitimate interests for business contacts, plus a way to honour objections. The ICO sets out the rules for business-to-business marketing.

Where the quoting platform stores pricing and customer data, treat it as a system holding personal data. The BSI guidance on managing information security risks is a sensible reference for access and retention. Set a retention period for quote records and contact details, then delete them on schedule.

Decide what the software must do

The template tells the software what to enforce. If discount approval is mandatory, the tool should block sending until it is given. If terms are locked, a seller should not be able to edit them.

Write a short requirements list: fields, validation, approval routing, version history and export format. Many buying decisions go wrong here, so read the common strategy mistakes in England before you shortlist vendors. Test the list against two real deals before you buy. If the tool cannot enforce an approval step, the template loses its authority.

Review the template on a fixed cycle

Set a review date each quarter. Check how often sellers override fields, how many quotes are sent late, and how often finance corrects a total.

Version every change, and keep the old ones. If a dispute arises over what was quoted six months ago, the version history is the record. Give the review a named owner and a date in the calendar, because reviews slip when nobody is accountable.

Common questions

How long should a proposal software planning template be?

One or two pages of rules, plus the field list. Keep the detail in the software configuration instead.

Who should own the template?

Sales operations usually owns it, with finance and legal as required approvers. One owner prevents conflicting edits.

Does a template replace legal review?

No. It standardises routine quotes. Non-standard terms still need review before they are sent.

How do we know the template is working?

Track quote turnaround, override rates and pricing corrections. All three should fall within two quarters of launch. Ask sellers which fields they skip, since that points to a rule that does not match how deals close.
