Part of What proposal software foundations mean for B2B vendor strategy
A proposal software market entry checklist for founders before launch
A pre-launch checklist for proposal software founders covering demand evidence, UK GDPR data protection, continuity planning and pricing readiness.
What to take away
- Proposal software helps a sales team assemble and send quotes.
- A checklist is evidence and compliance tests completed before you spend.
- Three tests decide most launchesdemand, continuity and data protection.
- Size the buyer base from ONS data.
Start with a definition and a boundary
Proposal software covers document assembly, pricing tables, approval routing and the tracking that shows whether a buyer opened a quote.

Set your boundary before researching, because it changes who counts as a competitor. A PDF builder competes with word processors, while a CRM add-on competes with the CRM vendor's own module.
Write that boundary down in one line. It becomes the filter for deciding which features you build and which you leave to an integration.
Test demand with official data, not vibes
Start from the business population and structure data published by the Office for National Statistics. The ONS counted about 5.6 million UK private sector businesses at the start of 2023, split by size and sector.
For long-run context, the business population estimates for 2017 show how the stock of businesses moved over time. A flat or shrinking segment is a warning, not a stop sign.
Break the count by size band, because a five-person firm and a 500-person firm buy in different ways. The smaller buyer wants a low entry price and self-service.
Our breakdown of proposal software demand signals in England covers which indicators to track monthly once you have a baseline.
Checklist: before you commit budget
- Buyer countfirms in your target size band, taken from official statistics and dated.
- Willingness to payfive conversations where a buyer names an acceptable price.
- Competitor setthree named alternatives, such as Proposify, PandaDoc or a CRM module the prospect already owns, for example Salesforce CPQ.
- Data protection: what personal data you process, your lawful basis and retention period, required by UK GDPR and checked by the Information Commissioner's Office (ICO).
- Continuitya plan for customer documents if your service stops, tested once.
Each line needs an owner and a date. An unticked box with a date beats a vague assurance.
Continuity is a sales asset, not paperwork
Buyers who keep quotes and pricing in your system are trusting you with commercial records. A continuity plan is the evidence that you have thought about losing them.
The British standard for business continuity, BS EN ISO 22301 sets out how to plan for disruption and recover. Certification is not required to benefit from its structure.
Map four things: where documents are stored, who can restore them, how long a restore takes and how you would tell customers. Test one restore and keep the record with the plan, because a procurement team will ask how customer documents survive an outage.
Price and package before you build
A checklist that stops at compliance is incomplete. You also need a price and a package a buyer recognises.
Rank features by whether they shorten a sales cycle or only look good in a demo. Approval routing and version history usually shorten one. A custom font usually does not.
Set one entry price and one upgrade trigger, such as seat count or monthly document volume. Public price lists show the split between self-service entry plans and sales-led plans priced on seats or document volume.
Put the upgrade trigger in the contract, not only on the price list.
Before and after: what the checklist changes
Before and after
Before
- Market size
- Competitor blog claims
- Compliance
- Assumed to be the customer's problem
- Pricing
- Copied from a rival's page
- Evidence
- Anecdotes from two friendly buyers
- Review
- None
After
- Market size
- Counted firms from official statistics, dated
- Compliance
- Written data and continuity notes with owners
- Pricing
- One entry price and a named upgrade trigger
- Evidence

The table turns good intentions into a comparison you can revisit. If a row has not changed after three months, ask why.
Once it is complete, the wider England market guide for 2027 shows how the pieces fit into a launch plan.
Common questions
Do I need ISO 22301 certification to sell proposal software?
No. Certification is voluntary in the UK, but buyers may ask what you have in place.
Which official source should I use for market size?
ONS business data is the starting point for UK firm counts. Name the year you quote.
