What is CPQ software and does your UK business need it?

CPQ software configures products, prices them and builds quotes. Here is how it differs from quoting software, and what UK VAT and EU trade demand.

What to take away

  • CPQ software configures a product, calculates the price and produces a quote; quoting software mainly handles the last of those three.
  • UK buyers should check VAT handling, multi-currency quoting for EU trade and a clean export to their accounting package.
  • It earns its keep where products have options or discounts, not where you sell three fixed services.
  • Setup takes longer than a quoting tool, so treat it as a sales system rather than a document template.

What CPQ means in practice

CPQ stands for configure, price and quote. The label covers software that lets a salesperson or buyer choose product options, applies pricing rules to that combination, and generates a quotation ready to send.

The configure step is what separates CPQ from a plain quoting tool. A window fitter picks frame size, glazing and fitting; each choice changes both the price and the parts list. Once those rules are encoded, every salesperson quotes the same way.

Pricing sits on top: volume bands, contract length, discount limits and currency. Some tools also build the proposal document; others pass the figures to a document builder.

Many quoting tools now include light configuration, and entry-level CPQ products look much like quoting software with a rule engine attached. The difference shows when rules get complex or a discount needs approval.

At the heavyweight end sit the platforms sold by CRM vendors — Salesforce CPQ and Oracle CPQ — which apply product rules and pricing on top of a CRM. At the document end, tools such as PandaDoc and Better Proposals build and send the quote. HubSpot's Sales Hub and Pipedrive include quoting in the CRM itself, which often suits a small team.

UK VAT, currency and data rules that CPQ must handle

VAT is a UK-wide tax administered by HMRC, so the same rates apply in England, Scotland, Wales and Northern Ireland. The standard rate is 20%, with reduced and zero rates for certain goods and services (see VAT rates on GOV.UK). The tool should calculate tax per line and record which rate applied.

Selling into the EU adds currency and tax treatment. If you quote in euros, store the exchange rate and the sterling equivalent on the quote date. Business-to-business services supplied to customers outside the UK are usually outside the scope of UK VAT rather than zero-rated, so the quote needs a tax field that shows no VAT and the place-of-supply wording HMRC sets out in VAT Notice 741A. Reverse charge is a separate mechanism, used for some purchases from abroad and for domestic supplies such as construction services.

Customer names, addresses and order history sit inside the tool, so UK GDPR duties follow that data. The Data Protection Act 2018 puts those duties into UK law, and the ICO's guide to the General Data Protection Regulation covers lawful basis, retention and subject access rules. Most organisations that hold personal data must also register with the ICO and pay its annual data protection fee, unless an exemption applies.

Fitting CPQ alongside your CRM and accounts

CPQ rarely works alone. The opportunity, contacts and history usually live in a CRM such as Salesforce, HubSpot or Pipedrive, so the quote should hang off the same record. Teams that connect their proposal tool to one of those keep the quote, the version history and the buyer's replies in one place.

Integration usually runs through a native connector or an API. Middleware can bridge tools that do not talk to each other, but ask who maintains the connection when either vendor ships an update. Test the sync with real data before you commit to an annual subscription, and ask which fields travel back to the deal record.

On the finance side, the export matters more than the quote design. The UK accounting packages are Xero, QuickBooks, Sage and FreeAgent, and all of them want invoice-ready lines with tax codes, nominal accounts and a purchase order reference. Rekeying forty lines from a PDF every week is the hidden cost of a cheap tool. Ask for a sample export file and open it in your own accounting package. Understanding where quoting ends and invoicing begins helps you set that boundary before you buy.

Five questions that decide whether you need CPQ

  • Do you sell products with options that change the price? If every quote uses one of three fixed services, skip CPQ.
  • Do several people quote from the same catalogue? Shared rules stop discount drift.
  • Do you price in more than one currency or sell into the EU? Tax and exchange rate fields then matter.
  • Does your catalogue change often? Rules you rewrite every week cost more than they save.
  • Will your accounting package take the export without rekeying? Ask to see a sample file first.

Common questions

Is CPQ the same as quoting software?

No. Quoting software produces the document; CPQ also holds the product and pricing logic behind it. Many small firms need only the first.

Do small UK firms need CPQ?

Usually not. If you sell a handful of fixed services, a quoting tool or a well-built template covers it. CPQ starts to pay when options multiply.

Does CPQ handle VAT and EU sales?

The better ones do. Check that tax is calculated per line, that you can quote in more than one currency, and that the tool can show services supplied to business customers outside the UK as outside the scope of UK VAT, using the place-of-supply wording in HMRC's VAT Notice 741A.

What pricing models do vendors use?

Models differ: per user, per quote volume, or a platform fee plus implementation. Ask for a worked example based on your own catalogue.
