Proposal software for UK freelancers: what to look for
Choosing proposal software for UK freelancers: compare proposal features, check plan limits, and keep quotes, VAT details and HMRC records in order.
What to take away
- Freelancers need three things from proposal softwarea written quote the client can accept, a record of what was sent, and figures that reconcile with your tax return.
- A free tier may cap proposal volume or omit e-signatures, so check the limits before relying on it.
- State whether VAT is included on every quote.
Why freelancers get a poor deal from proposal software
Most proposal software is built for teams and priced per seat. That suits a sales department, not a sole trader who sends four quotes a month. Freelancers either stay in Word or pay for features they will never open.
The answer depends on what you need it to do, not just the monthly fee. Start by asking whether free proposal software is enough for your small business.
Search results assume a team of five or more, with shared pipelines and manager dashboards.
What HMRC expects to see behind a quote
You do not have to incorporate. A sole trader is the business, which is why the GOV.UK guide to becoming a sole trader treats your personal records and your business records as one set of books.
Trading brings a self-assessment obligation, and GOV.UK's working for yourself guidance sets out the registration step and the records you must keep. Quotes, accepted proposals and invoices all feed those records.
HMRC's Making Tax Digital for Income Tax timetable moves larger sole traders to quarterly updates from April 2026. Software that stores line items properly makes those updates easier than a shoebox of PDFs.
Using illustrative figures, a freelance copywriter quotes £1,200. The client accepts in February. The £1,200 appears as turnover on the self-assessment return, and the accepted quote ties the payment to the job. Below the £90,000 VAT threshold, no VAT appears.
Proposal software features to compare
Price is the wrong first question. Work out which functions you need, then check each proposal provider's current plan details for price and limits. The table below is a starting point for comparing typical tiers; verify that the specific plan you would use includes the features you need.

Proposal-specific options include Proposify, Better Proposals, Qwilr, PandaDoc and Bidsketch. Proposify, Better Proposals and Bidsketch are proposal-led tools; Qwilr is known for web-based proposals, while PandaDoc covers proposals within a broader document workflow. Compare each against the same freelancer essentials: reusable templates and a content library, a client-facing accept/decline page, view tracking, and a record of acceptance or e-signature. Features and plan limits vary, so check each provider's current details rather than assuming a free plan or a particular cap.
If you only need the first two rows, a plain document and a PDF may serve you. Once you are tracking several live quotes, proposal software or a template stops being an abstract choice and starts affecting how quickly you get paid.
Terms worth putting in the quote
A quote is a commercial document, not just a price. State the scope, what is excluded, when work starts, and how revisions are handled. Keep it short: a two-page quote gets read, a twelve-page one does not.
For example, state that the quote covers the agreed landing page copy, excludes design and hosting, includes the agreed revisions, starts after written acceptance, and sets out whether the price includes VAT and when the balance is due.
Ask for a deposit on larger jobs and set payment terms in days. A tool that records when a quote was accepted gives you a dated trail if you need to chase.
UK law recognises electronic signatures, with the Electronic Communications Act 2000 providing a statutory basis for their evidential admissibility. Keep a record of the accepted document and who accepted it.
A five-step buying sequence
- Mark your last ten quotes accepted, chased or lost.
- Decide how a client should accepta reply, a link or a signature.
- Compare the proposal features you need and check each plan's document or client cap against your busiest month.
- Test the CSV export before you pay.
- Check the provider's data processing terms, because UK GDPR guidance from the ICO makes you responsible for client details you upload.
Common questions
Do I need proposal software as a sole trader?
No rule requires it. You need a written record of what you quoted and what the client agreed. A document template may be enough; proposal software can help when you need reusable content, acceptance tracking or a record of which version the client saw.
Is free proposal software enough for a freelancer?
It can be, if the provider's free plan includes the workflow you need. Check proposal and document limits, branding, e-signature, acceptance records and export before relying on it. Export your data before you switch.
Does Making Tax Digital change how I quote?
Not the quote itself. It changes how often you report, so store income and expenses as structured line items rather than a single PDF per job.
Should my quotes show VAT?
Show it once you are VAT registered, and state clearly whether each figure includes VAT. The VAT registration threshold is £90,000. Below that, you normally show no VAT.
